MOHAP licence in the UAE: requirements, exam and fees for 2026

The UAE has three healthcare regulators, and choosing the wrong one costs months. DHA licenses practitioners in Dubai, DOH in Abu Dhabi, and the Ministry of Health and Prevention (MOHAP) licenses everyone else — the Northern Emirates, plus federal ministry facilities. If your job offer is in Sharjah or Ras Al Khaimah, MOHAP is your regulator, and this is the pathway.

Who needs a MOHAP licence

You need one if you will practise in a private or ministry facility in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah or Fujairah. It covers the full range of professions — doctors, dentists, nurses, midwives, pharmacists and assistant pharmacists, and allied health professionals such as physiotherapists, radiographers and lab technologists.

Two points catch people out. First, licences are not portable between emirates: a MOHAP licence does not authorise practice in Dubai or Abu Dhabi. Second, your licence is tied to a facility. Until an employer is confirmed, you can complete eligibility and the exam, but not final activation.

Core eligibility

• Recognised qualification — a degree from an institution accepted by MOHAP for the title you are applying for.
• Post-qualification experience — commonly a minimum of two years of relevant clinical practice, more for specialist and consultant titles.
• Valid home licence and Good Standing Certificate — issued by your current regulator, usually within the last six months.
• Clean, verifiable document set — degree, transcripts, experience letters, licence and passport, all consistent in name and dates.

The five stages

All figures above are indicative and set by MOHAP, DataFlow and Prometric — confirm current amounts on the official portals before you budget. Fees are paid to those bodies directly, never to an intermediary.

Realistic timeline

Two to four months end to end is normal for a well-prepared file. Files with missing experience letters or an unreachable issuing university routinely run past six.

Where MOHAP applications actually fail

• Wrong professional title. Applying as “Specialist” when your experience supports “General Practitioner” triggers a downgrade or rejection — and a new fee.
• Experience letters that don’t say enough. They must state exact dates, position, department and be signed by HR on letterhead. “To whom it may concern” with no dates fails verification.
• Unverifiable institutions. If a former employer has closed or ignores DataFlow, you need an alternative evidence route agreed in advance, not discovered at week six.
• Expiry drift. Good Standing Certificates, eligibility letters and verification reports all expire. Sequencing them badly means paying twice.
• Name mismatches. Passport, degree and licence must match, or you need a formal name-change affidavit attached from the start.

MOHAP vs DHA vs DOH — a quick orientation

The three regulators run structurally similar processes — assessment, DataFlow PSV, a Prometric exam, then employer-linked activation — but they differ in accepted qualifications, exemption rules and fee levels. If you have offers in more than one emirate, decide the regulator before paying for verification: a DataFlow report initiated for one authority is not always reusable for another, and re-running it is a full second cost.
